Evan Clyburn was confirmed as Director of Washington County/Johnson City Emergency Management Agency during the July 22 Washington County Commission meeting. Clyburn was appointed to the position by Washington County Mayor Joe Grandy. Clyburn has been serving as Deputy Director of the Washington County/Johnson City EMA since January 2023.

Clyburn comes to the Emergency Management Agency from Washington County/Johnson City Emergency Medical Services. He started his career volunteering with the Johnson City Emergency Rescue Squad in 1999. He transitioned to a full-time career in 2000. During his 20-year career with EMS he served as Field Training Officer for several large agencies including Global Medical Response and Richmond Ambulance Authority.

Clyburn holds numerous advanced and instructor certifications in technical rescue, swift water rescue, rope rescue, dive operations, fire, tactical and wilderness medicine, as well as law enforcement. He has been deployed on numerous disaster operations throughout his career, and continues to deploy and operate in disaster responses.

Prior to his role as Deputy Director, Clyburn served the Johnson City/Washington County Emergency Management Agency as the Operations and Training Officer since 2019. He continues his education and training in disaster prevention, response, and mitigation to better serve the citizens of Johnson City and Washington County.
